Proactive Operations Management: Staff Allocation with Competence Maintenance Constraints

Highly qualified staff are the key to successful operations management in any organization. In this paper, emphasis is put on problem of planning rotational assignment work tasks a multi-skilled guarantee maintaining their competencies at required level. The aim study propose novel declarative model for proactive allocation whilst taking into account forgetting effect. Sufficient conditions proposed that allow cyclical rotation employees between different order keep constant numerical experiments prove presented approach allows finding trade-off robustness absenteeism and competency levels. method suitable human resource-related decision making an interactive mode.
